Either your choke cable is improperly adjusted or your warm engine idle speed is too low. Your idle speed should be around 2-3k rpms with the choke on. The idle speed with the choke on should start low and increase as the engine warms up.
Your warm engine idle speed should be 1350 +/- 50 rpms. It should be adjusted when the bike is fully warmed.
