That is a natural oscillation that is damped by the mass of your hands; hence, try keeping at least one hand on the handlebar at all times when rolling fast.
That wobble could develop into a dangerous tank slapper.

The factory weights at the end of the handlebar are important to reduce that tendency, because those add inertia.
Some bikes with modifications to the handlebar don't have those, which is not good.

If your tires have counter-weights attached to the edges, try switching them to the opposite side, or even better, replace them with the same weight stuck to the center of the wheel's section.
