He probably didn't see you, and I'm sure the rain didn't help in that regard. When you damaged his mirror, you're lucky he didn't make you a greasy spot in the road. Some other drivers would have.
We all make mistakes. His was in not paying better attention to oncoming traffic (you), and you acted like an idiot seeking revenge for an accident that never actually happened. Seems like only your sense of pride was hurt. Since you attributed your deliverance to God, maybe you should read Proverbs 16:18 for more guidance.
