there are two cables, but I think you can purchase just the pull or the push, don't have to get them as a pair.

each cable pulls, (you can't push a cable, well not very well)

when you twist open... the "open" cable pulls the throttle butterflies open.

when you twist closed... there is a "close" cable that pulls the butterflies closed.

mind you there is a big spring that closes the butterflies, but manufactures added the "close" cable in case something happened to that spring or something got sticky...

a full on cable to pull things closed if something went sideways...

this is why your bike "operates normally" with just one cable, pull open, spring closed.

It looks like your end fitting has come off, in my cheap days, I would fix them myself... I would get a lead fishing weight and pinch it on the cable with vice grips and then pound it into a small copper tube with a cut out for the cable... totally cheap but I had the tools and could make it work for another year. Farmer boy fixes to keep the **** running.
