As the old saying goes "It needs three things to work, air, fuel, and fire...if one's missing the thing wont run."

Concentrate your efforts on those three areas.

Make sure the airbox is clear of any debris or trash, and that the filter is clean and oiled properly.

Make sure the carbs are clean, and that the moving bits (diaphragms, needles, floats, etc) are moving smoothly and not gummed up with residue from old gas sitting in the bike under long term storage.

Check the fuel lines for clogs, and the fuel filter too.

Check the sparkplugs, and make sure they are not gapped wrong, or trashed.
Check to make sure when you hit the ignition, that the plugs are actually sparking (don't zap yourself doing this)
