So, from what you are saying, it even stick with the cables disconnected?
If you unhook the cables from the carb, will it return freely or stick? If it sticks in this situation, have a look to make sure the actuator is not bent and catching on anything.
If it does return freely, then it would be either the cables or the throttle tube. The cables are the most likely culprit, as they get older and wear, they don't run as free as when new. Then cable routing can be touchy to get right.
