to be fair, basically every fastener on the outside of that bike and every other bike are all carbon steel at or around the eutectoid point. they just have a coating on the bolts that live outside. typically zinc or on cheaper fasteners they use whats called black oxide which is a form of rust that doesn't quite look like rust.
