Bike won't start...

So I've been looking for a solution on the web forums and everything for the past 3 weeks. I left my 250R unattended for about 2 years. I took out the carb and cleaned it thinking it was clogged with gummy gas but to my surprise, it was still clean spick and span. Nontheless, I took out the jets to make sure the holes are all cleaned. Put them back, and I think I did the hose wrong. But after searching this forum, I found a few pictures on how to route the hose on the carbs and gas tank. It seems to be correctly with the pictures from a few posts I found on gas tank and carb. The bike has new fresh gas, I primed it for 30 secs with a new battery installed yet the bike doesnt start. It'll crank the starter strongly but the RPM doens't want to budge! Anything I can try to get this baby on the road again? I'm located in South California Orange County so the the bike is a CA version if that makes any difference. Any help would be appreciated!
