Definitely can run 106 links with 15/45 gearing and a 90 series tire.
The 90 tire has no problems going to either extreme of the adjustment range in my experience. And 15/45 works fine with 106 links. So I don't have direct experience with that combination of tire size and gearing, but they're independent variables.
