There is: with those limits, most states (not sure about countries) don't require a driver's license + motorcycle certification nor registration/insurance.
By contrast the 110cc scoot I owned
did require a license, cert, insurance, and registration no differently from any other motorcycle.

(3) A special restricted license to operate a moped shall expire on the birthday of the person to whom it is issued in the fourth year following the date of issuance.
