Ice doesn't go away when it gets warm, it turns to water. Water doesn't just sit there innocently.
As a wild guess, maybe they're some kind of glop in there that gets very stiff when it's cold, and interferes with the movement of the float and float needle.
"Heavy stream" or "only dripping" are very similar. They both mean you need to fix a carburetor problem.
