There are no brokerage fees into Canada if you stick to USPS, and I've never had to pay any tax or fee for packages coming into the US. Randomly, Canada does add tax and/or import duty to packages coming in, but not all the time. Unfortunately, with the size of the carbs, the medium flat rate box may be the only reasonable option. Sometimes a plain box (not flat rate) comes out cheaper, depending on weight though.

I ship motorcycle electronic parts to Canada regularly, and a package I sent last week was $23.70, but that box is too small for a pair of carbs.

You can explore all the options on the USPS web site. Sometimes the guys at the local Post Office are not familiar with all of them. Then if you use a 3rd party postage company like Shipping Easy to print the labels instead of the USPS site, you can get a small discount on postage.
