Ability to "crank the boost" on E85 comes from two things. First, it's a higher octane rating them regular pump (around 105 octane). Second, ethanol burns cooler, so lower cylinder temps.
There is gains to be had an a NA engine. On a NA 250, no, probably not much. But I ran E85 (with increased timing) on my NA ZX12R and it did provide gains.
Of course all depends on your combo, compression ratio, ability to adjust timing, etc
