At some points in the article they call it a ban, others refer to a pledge, then at other points it talks about a proposal and the final rules to be published later and mixed in with that they are talking about local council/city rules with Clean Air Zones vs country wide rules.

So without actually seeing the text of the law I'm not 100% sure, but it seems to me like the goal is to end internal combustion engines by 2040. Which is probably doable. But I'm just wondering how they are going to generate and distribute all the electric power.
