connecting to an emissions breather cannister not shown, not installed or previously removed? These cannisters utilize a vacuum source to create negative pressure in order to gather fumes from targeted sources. Removing the hose and capping the vac barb would be the logical "fix" if deemed necessary.
Note in your pic....someone has plugged the hose using a bolt. You do that? Or a PO? No other extra parts laying around? A black box of some sort?
I'd suggest finding the proper parts book online to inspect emissions related stuff.
