There is definitely a petcock. It's on the left side of the bike. But you have to remove that little fairing to get to it.
But just two positions: ON and PRI.
So technically, it doesn't do you any good. That's why they hid the petcock under the plastics. Unless you want to service or rebuild the petcock, there is no reason to mess with it.
On both my 250 & 300, I have popping on decel as well. Both had slip on pipe. It's normal.
