I ran HIDs with stock reflectors when I was commuting out to a research centre in the middle of nowhere, they were pretty good at lighting everything up, but they were dangerous as they blinded any oncoming drivers.
I took them out when I moved to my next job in a city, they done more harm than good there.
I've not seen one that can run without a ballast
If you do the job do it right.
