The ONLY way this can happen:

- power out of battery
- power out of battery-cable far-end
- power at "some" terminal of starter-solenoid
- no power to or out of 30-amp fuse
- no power out to white-wire

Is that battery-cable is attached to outlet terminal-M instead of inlet terminal-B. Compare electrical flow differences in two diagrams. Simple.
