Mine started doing that as it aged, but it didn't really do anything to the function of the bike. I found if I used the choke properly, the spike in engine speed up to ~1500 rpm or so at startup was enough to get the needle off the peg and it was a non-issue. You can also just tap the glass with your knuckle and it will loosen.

if it really bothers you, you can buy a newer gauge off eBay and swap it. It's not terribly hard.
