Valve adjustment, carb clean, carb sync?

Hi everyone,
I just bought a 2001 Ninja 250 yesterday. I have had a couple of them before, but haven't done much work on the other ones. This one has just under 16,000 miles on it and I have no idea about the past maintenance. I changed the oil today and adjusted the clutch cable. The bike starts and runs really well. When it is warm and idling, it will sometimes increase to about 1,500 rpm and then settle back down to about 1,000 rpm. When riding it hard, it seems to want to bog a little starting at about 8,000 rpm, but it continues to climb...just not as quickly. Would you think these symptoms would be because of a needed valve adjustment, carb cleaning, carb balance, or all three. I am fairly capable of doing all of these on my own.
