As an update, I had two sets of risers made by a local fabrication shop. They charged me $50 apiece. These were based on measurements taken on the aftermarket risers from my uncle's 2000 Ninja 250. I went to install them on the 2006 Ninja and found that the inner dimension was too narrow, so I'm going to need to either get someone to hog them out with a lathe or just spend a few hours with sandpaper.
If you want the extra set, I'll be happy to sell them to you.
