on my early 70's Triumph, I'd say they look great....but on your 250.....rich, but at least both are equally so

your air and air filter pathways are confirmed free and clear, beginning to end?

choke linkage is in "OFF" position at carbs? no damage to plunger(s)? linkage or cable not allowing plungers to fully close?
Examining at carb bodies while turning choke off and on up at the lever may reveal any binding.

Do you remember spark plugs appearing the same (rich) in any past removals?
