110 is the maximum sidewall width in mm when mounted on the design spec rim width. 80 is the percentage the height from the bead to tread is compared to the width. For instance, your tire is 110mm wide, and the height of the tire from the bead to the tread is 110mm x 80% = 88mm. I finally put it on the bike. There is almost 1/2 inch of clearance from the top of the tire to the fender. There is about 3/4 to 7/8 clearance from the tire to the fender mounting bolts. I also removed the steel bracket from the fender.
