The thing about "raising your bars a little" is a bit misleading, since while it does raise the mounts up (and therefore the inner part of the bar), the part of the bar that you hold -- the grip -- is actually lower. Obviously I don't have first-hand experience, but this is clear to me from the pictures.
In other words, rotating the bar does raise one end a little, but at the same time it lowers the other end.

Yea, i should of said raises the mount. and lowers the grips.. would of made more sence
