Is this a normal problem, even with regular incandescent bulbs?

I've had my '05 for 2 years and have always lived with it. But for this spring and summer it's one of the things that's left on my to do list.

Any one have this same problem without leds?

Sometimes with the bike idling it'll start flashing at a normal pace but eventually it always goes into the fast flash just after 5 seconds or so.

I'm gonna get a new flasher relay and see if that will fix it.
