had a similar problem on my 750 Sabre and one of the cdi units were intermittent (though not sure if the 250 ninja has or not as not worked on one)
Which leads?

The spark plug caps? Is there a testing procedure for that?

Just went back to check. Neutral switch definitely works. Put it into 1st gear, and no bueno with the clutch let out. 1st with kickstand down and clutch in, no response either. And with the kill switch flipped in neutral, zilch.

I didn't even touch those connectors. Do you think it would be worth it to disconnect (ensure they are clean) and reconnect them?
