Hi,

Is your petcock vacuum-operated? If so, it's broken because petrol shouldn't flow until engine is cranking and generating vacuum.

Also your float-valves aren't sealing. They should stop flow into carbs when float-level is reached.

Most likely you need thorough carb restoration and replacement of worn rubber bits like O-rings, float-valves and seals.
