In Texas it is also linked to insurance. While you still need valid insurance to ride on the street, you need a certain level of personal injury insurance to get a waiver to ride without a helmet. Or, you have to successfully pass a Motorcycle Safety Course. Used to be you had to get a sticker for your license plate showing that you were exempt, but they changed that law on September 1st. Also on this day, they changed the law for obtaining your motorcycle license. Now you have to take a motorcycle safety course. In the past, this would exempt you from a road test, but it wasn't mandatory.
