You need to physically remove the idle mixture needles, and blow all the passages out with solvent and compressed air. If it won't idle and the needles are set around 2.5 turns out from bottomed, then the idle passages are blocked with varnish and old fuel residue. Nothing you put in the tank is going to help you with that.
