I'd read that at different places and it must not be exactly for the new 2015 250 RC but at least it's their 250 cc engine, look here e.g. for a report from December 2014

There it says (used translator): "Around 40,000 euros will the Production Racer 250 RBR cost, which may be associated with investments in special parts on the motor side on the technical status of the factory racer.
In the original state the production engine is 38 kW afford (51 hp) at 14,000 rpm and will reach the same top speed as the RC 250 GP, but should mobilize still around 5 hp more." - so the RBR is even 56 hp! from 250cc
