Dimmer switches can control some motors OK. A small blower probably has a shaded pole motor, which can be controlled by a cheap dimmer switch. Some dimmers are designed for low power applications and other are designed for kilowatt loads, so just check the motor's power consumption and size the dimmer accordingly. I'd guess the blower motor is not a very high power motor.
