They originally have oil injection, but the previous owner disabled it and converted to premix. Generally a lot safer for the engine, as it's much more consistent and anytime it's running it has adequate oil.
It looks like the original owner (from NY) bought the carb and pipe almost immediately. Unfortunately there were a few rough edges and details that never got worked out in order to get it to run right.
Not sure why the jetting was so far off, but it was a real pain to ride in traffic the way it was. Now that the midrange mixture is right it has no problem in traffic.
