My daughter road her Ninjette home from college in the end of November 2 years ago. It was sunny but 13'F. She made about half of the 102 mile trip. The gas tank cap lock was frozen (she now carries a small can of WD40) as well as the ignition.

lucky I was coming home from deer hunting and was about 45 minutes behind her. we traded off and I rode her bike the rest of the way home in all my camo hunting gear, and her waaaahhhhyyyyy too small pink helmet crushing my head. She road in the heated jeep.

Tyvek suits. We use them for anti-contamination, but they are amazingly warm. wind proof. and I can get them in 6XL so they fit over the top of everything. the material is super thin so it doesn't take up much space. I have one in the trunk of the car in case i end up in the ditch on a winter night. The ones I have are full body with hood and boots.
