*UPDATE*:
There was no intent to injure!
A boater reported to the RCMP (our Police) that he had towed his boat through that area at that time. His 9' fishing rods were upright in their holders instead of stowed flat on the deck and a line & lure snagged on a tree branch which unspooled the entire reel and resulted in a line draped from the branch to the road surface. The line was not strung across the road as one first envisions and as first reported.
Sorry about that! But it was obvious the story as first reported was wrong: we're Canadians! We don't do that, eh! Note that we fess up when we *uck up too!
