well.... after nearly 5 minutes of thought, I figured it out.
Instead of carving on a costly fairing, I decided to gently pry open the $5 tri LEDs.
Success

There are two little screws holding the LED board to the plastic backing.
I will remove the led board and drill a hole and mount a long bolt.

Problem solved!
