Nope, not in California. Autos are a huge business in CA; the majority of Porsches and Ferraris made every year are sold here. As well as other luxury brands. CA makes a huge amount of money from sales tax and registrations on 1-million new cars sold annually as well as used-cars.

Bikes gets lumped into the same rules.

1. Out of state new residents are to register their vehicles on day entering State (or when current reg expire)
2. CA residents buying out-of-state vehicle are to register on day of sale

Only original owner can use out-of-state reg. New resident owner (me) have to register on day of sale. CHP takes this very seriously as major portion of their budget comes from DMV fees. Other big part of budget is funded by citations and fines. Unofficial guideline is they'll give you 20-days from those days, then they impound. There's even a CHP narc hotline site where you can report out-of-state plates along with location for them to catch you easier.
