From what I understand:

Cheap route:
remove lower 250 stem race and swap onto 600 fork and reinstall everything.
Grind/cut away frame stem steering lock bracket as it will not clear the forks.

better route:
remove all the oem races and ball bearings and replace with all balls racing roller bearings.
