Question Full throttle kills bike, throttle lag response.

Since a picture is worth 1000 words I think this video will be all the words I need to say.

It's a 2012 Ninja 250 with 440 miles.

Long story short; just bought bike, might need maintenance I'm not sure. Throttle has lag, I can only use it slowly. If I try quick revs and do full throttle while idling bike will drown and die. Throttle feels laggy even going slowly. Same as video.

What maintenance will be required for this new of a bike? I know at 500 miles I need oil and whatnot. Maybe I should drain the gas tank put new gas in?

Btw this is maybe 5-10 mins into warming up the bike. If I wait 15-20 it rides completely normal. (Local temp was 40-45 degrees when I tried) does it really take that long naturally to warm up? Most people say I should be good after 5-10 mins at most. Also it must have at least 1/4th of choke to turn on.
