Another option for removing surface rust on chrome

is number 0000 steel wool. Steel is fairly soft relative to chrome so it won't scratch it any more than it may already be. (The more zeros, the finer the steel wool.)

Chrome is porous so rusts easily, it's more of a decorative finish than a protective finish. Not sure about waxing exhaust cans because of the temps but waxing chromed things like wheels and fittings is a good idea.
