The need to manage energy adds an interesting strategic element to it. There's also the whole swap-car pit stop thing... potential source of drama there.
The first few years after WWII the U.S. Grand Prix was run thorough the streets of Watkins Glen, N.Y. Montreal, Monaco and Melbourne are still run in the streets. I think Long Beach hosted one also.
