Shimming is just one step of a trial-and-error process known as jetting.

Jetting is making changes to the carbs to deliver the right amount of fuel.
First you do the mains, then raise the needles by shimming, then the idle mix screws (in a nut shell)

Shimming on its own is just skipping one step because the Keihin 98 main jets that come on the bike stock are rich, so typically, a slip-on is fine with those main jets, but the mid-range needs help. Enter shimming.
