Is this the current, or previous, filter set-up?
In this photo it looks like the fuel line is slightly pinched where it leaves the petcock and could cause a restriction.
There just isn't much room for an in-line filter. Did you check the one at the carb inlet (

I would also push the other line up snug to the petcock and re-position the clamp.
