Immediately found totally incorrect, mismatched needle jets installed from an entirely different, unknown carb set. Notice placement of stopper ring?
Pic 1 "found" needle jet on left, on right a stock OEM '06 for comparison.
Pic 2 note extreme height of n jets. I believe stock needles were actually jamming, impeding throttle slides from raising. Also affecting total height of emulsion tube.....wrong parts with multiple negative effects resulting in OP's issues.
Awaiting delivery of correct n jets, I predict all will be back to normal when done.
