Because Google doesn't want to be photo-hosting site. They want you to use as photo-album so they can track your usage. If you go through trouble to find actual URL that works, it's only temporary as Google will change it on a regular basis. Here's one from my Sears Point album with new URL that changed last month. So all my posts from before that is dead now.
