This wasn't the final results. It's how many people in Minnesota were directly affected by an event that happened in another state. The outcome of Sturgis on its own state plus all of the other surrounding states that had participants needs to be summed and tracked before stating something like "final results".
Here's the title of the research paper quoted and linked above:
"COVID-19 Outbreak Associated with a 10-Day Motorcycle Rally in a Neighboring State — Minnesota, August–September 2020"
In contrast,
this study tracking movements (
pdf of original study) from the cell phone data of attendees and subsequent increases in cases post rally ties 260,000 cases to the rally.
