Look at thickness of metal under bolts. Outer two lower bolts go into edge area with lots of material. Centre bolt goes through middle of clamp with less material to grab. General engineering design rule is you want minimum 1.5 diameters of thread engagement. Bigger bolt in centre would mean you'd be screwing into fork-tubes in order to get 1.5 diameters od thread!
