How much weight you plan on carrying will dictate mounting method. I second Artruck’s excellent idea of making metal frame. You’ll want three mounting points to prevent fatigue on brackets. Two top ones and one bottom one connected to lower frame rail. I would then weld or braze boxes to frame to make it all one-piece and simple.
