Wouldn't smaller rear tire decrease wind and rolling resistance allowing a higher top speed? Or is changing tire sizes not allowed?

With our vintage bike, I noticed much better acceleration and top speed by going to a smaller rear tire. We went from a 4.10/18 to a 100/90/18.
