6th gear is the most load you can put on the engine... if you can redline in 6th you can redline in any of the other gears. just because you're able to get redline when you don't have as much load on it doesn't mean it's jetted for optimal high-end power. also "proper" jetting is kinda a subjective thing depending on what you're going for. you can jet for more low-end grunt, or for high-end power. for top speed i believe you would rather jet for the top end.
edit: wait you're trying to redline it without tucking?

scoot back on the seat, hunker down... get out of the wind. if you aren't tucking you're basically running with a big parachute open...
