i believe those islands with 'h-power', (basically where trash is burned to produce power), have these containers where waste oil is collected, container is trashed, and burned later...
i THINK thats how it works there. we don't have any h-power facilities here on kauai, although i do believe certain retailers provide waste oil collection. (not sure if they're mandated by law)...otherwise...i just take what i have to the local land-fill and they'll take it from me in whatever container i bring it to them in. (so far anyway)
